Anadhikari can be translated as "unfit for initiation and practice." This is a practitioner who, due to his inattention, distorted understanding of teachings or arrogance, may not be ready to fully study with Guru.

Also, this concept is used in a more social context, where it matters – "unworthy of respect", "disenfranchised", "illegal".

Opposite in meaning, the term "adhikari" indicates a person who has power or a certain right, dignity, special qualification.
